Certified Emergency
Management Professional
(CEMP) Program

The Certified Emergency Management Professional program was created to raise and maintain professional standards in the State of Tennessee and to certify basic competencies within the profession. It is open to all emergency services as well as industry and business. The program is governed by a committee of nine persons and chaired by the President elect of EMAT.  Development of the program has been supported by Tennessee Emergency Management Agency (TEMA) which encourages participation in the program.

Benefits of certification include: statewide recognition, increased credibility, professional identity, career recognition and enhanced career planning. The certification includes a review process administered through EMAT. The program does not establish standards governing the conduct of emergency managers or set any procedures for work performance. It is designed to establish educational, training and experience criteria relevant to Emergency Management and to certify that an individual has met the criteria.

The program has three levels of certification: EM-I, EM-II and EMP. The amount of required Emergency Management experience depends upon the level of certification being applied for and includes participation in a full-scale exercise or actual disaster. Certification fees and re-certification requirements vary with each designation.

The application package specifies the documentation required for each level along with details on training sources, verifications of training, references, the Code of Ethics, professional contributions to the field of emergency management and procedures on the completion of the written narrative. This written response to a real-life scenario is what sets Tennessee's program apart from surrounding states. It tests the knowledge, skills and abilities of the candidate in the concepts of planning, organizing, leading, controlling and communications relative to emergency management.

To request an application package, send your name, title, organization, address with city, state and zip code, phone number, and the level you wish to apply for (1,2, or P) along with the $25.00 enrollment fee (check or money order - NO CASH) to:
